  I have a rules question for you  On an overthrow to first base where the ball gets stuck in the fence, is the ball considered "out of play/dead ball"?  If so, where do you put the runner?

Any ball that lodges into a fence is considered an immediate dead ball. In your scenario (overthrow to first in an attempt to put out the batter/runner), the batter/runner would receive second base. In this scenario, all runners receive two bases from the time of the pitch.
