Baseball Instruction/all star little league

Question
I one player missed 1 game and the player number 2 played less then 60 percent.  who has the right to go to the all stars.  Player 1 pitched the last game no runns and he made a homerun.  will the other player did not play.

Little League Regulations state that for a player to be eligible for all stars they must have participated in 60 of regular season games.  This is regardless of performance or what games were missed.
