Question
if a parent cannot afford to pay for their child(ren) to play for the season and they make it to all stars, do the parents have to have the fees paid before they are allowed to participate in allstars?

Little League Baseball requires no fee for participation for regular season and all stars.  You might want to contact your local Board of Directors or your regional office for more assistance on this matter.
