Question
After coming to the set position, can a pitcher throw to any base without removing his back foot from the pitching rubber?

Answer
Of course he can. The easiest example is a left-handed pitcher attempting a pick-off to first base. They are known to lift their non-pivot foot (left foot), then step toward first to throw there. The pitcher's foot is still on the rubber.

In fact, the rules allow two different base awards if the ball is thrown out of play. If the pitcher had not disengaged (removed his foot from) the rubber, the runners only receive one base. However, if he steps back before throwing, it's a 2-base award.
