IF HAVE RUNNER ON FIRST AND 3RD AND THE PITCHER PITCHING FRONT HE CAN MOVE THE HEAD TO 1 AND 3

I am a little confused with the wording of your question but I will answer it the best as I can. If a pitcher is pitching from the stretch position and is set he  can look at both runners but has to do it without moving his shoulders.  If the shoulders move a balk will be called.  If the pitcher is in the full windup the pitcher can see both runners by moving his head.

I have played through college, and semi pro baseball. For the past 10 years I have been coaching and providing instruction for all age and ability levels. Numerous clients of mine have gone on to play in college and some are playing in the minor leagues. I have provided coaching and instruction for high schools, training facilities, and the Nokona Baseball Factory.
