I am considering buying my son a new bat for junior leaguel.  He is 14 and will most likely play high school ball.   Is there a bat that I will be good for both junior league and high school. What are the  weight/size requirements for junior league bats?

I cannot speak for Junior League, but I can tell you what is in the rules for High School. If your son's state uses NFHS (National Federation of High Schools) rules, which almost all states do, they have just implemented rules that begin in 2012. Starting January 1, 2012, all players must use a bat that has a "BBCOR" stamp on it. This stamp is used to mark bats that have passed the required testing for high school (and college) sports.

However, I don't know what rules are in place for Junior League. I would suggest you speak to his coach to see what the rules are. I wouldn't want you to buy a bat, only to find out it isn't legal for his league.
