Question
Runner on way to first; throw is off line and first baseman jumps to catch the ball and collides with the runner knocking both players down. First baseman tags the runner and the runner is called out. Correct/or not?

This fits into that 'umpire judgment' category of calls.  If a fielder is blocking the baseline without the ball, then typically that is a straightforward call of runner safe.

However, if a fielder is trying to catch the ball and the runner intentionally plows into them, then the runner is supposed to be called out (although it is never called at home plate).

Based on how you described it, I'd call the runner out.  But you need to see the play to be able to make the correct call.
