Question
With no runner on 3rd, can a pitcher make a legal pick move to 2nd base but not throw to 2nd but instead step and throw to 3rd if the runner breaks to 3rd during the pick off move to 2nd?

Will,
I am not 100% sure, I have never been an umpire and I definitely don't know all the rules in the rule book, so I would double check with an expert umpire.  A pitcher becomes a fielder when he steps off the rubber as long as it was done correctly and no balk occurred.  So if the runner does break towards third I cannot see why the pitcher couldn't throw directly to third base.
