Baseball Instruction/code of conduct

Question
We have an issue concerning our Little League Major Softball League.  We have two teams that conspire with each other and apparently "borrow" players for specific games.  These two teams were supposed to play a make-up game.  They never played it, claimed they did and it was a zero/zero tie, and turned it in as an official game.  With this being termed a game the one team was able to take sole possession of 1st place.  All of the other teams have protested to the league president and head umpire, but they tell us that these are not in the rule books?  Please help.

Answer
Hey Denise.
Softball leagues are not my expertise, but it seems to me that if that game was never played, then something needs to be done. The commissioners and league president needs to get involved.
These two managers need to be brought to the front for sure.
Let me know how it all plays out.. Please!
Dennis
