Baseball Instruction/Pool players

Question
In a recent majors (ages 11,12) game, a team requested a pool player in order to have 9 players. Prior to the game starting, the team's 9th player showed up and started. However, the pool player was used to substitute for one of team's regular 9 players and ended up playing 4 of the 6 innings. The opposing coach protested the game and the board is trying to figure if any pool player rule was broken. What rule would this have fallen under?

If the team had nine of their rostered players in uniform and ready to play prior to the game, then the pool player should not have been used.

In this instance, the manager did not have a shortage of players, and I would not have allowed him to use the pool player.

However, this is a decision left to your Board of Directors to determine what they wish to do.
