Is a player out for hurdling over or jumping over the catcher who has the ball and is attempting to make a play?under what section and rule # is it found in the N.F.H.S. rule book?

NFHS does not allow jumping or hurdling over a player UNLESS the player is lying on the ground:

Runners are never required to slide, but if a runner elects to slide, the
slide must be legal. (2-32-1, 2) Jumping, hurdling, and leaping are all
legal attempts to avoid a fielder as long as the fielder is lying on the
ground. Diving over a fielder is illegal.

This can be found in rule 8-4-2b-2.
