Question
the rule states you must not leave a base before the ball crosses the plate, but what if a runner does do this what is the ruling and what is the ruling on a second violation

Answer
Hi Todd,

the umpire sends the runner back. I think it's the umpires decision as to what to do about repeat attempts by the same runner.  Send him back with a warning - "next time your out".  Umpires call if player is being a nuisance or delaying the game.
