Question
I have read that once a pitcher reaches the set position he either has to throw a pitch or pick-off move.  
Can he make the move move to an occupied base and not throw?
Can he just step off the rubber (RHP right foot step back over the rubber)?
Are rules the same for each base and RHP and LHP?

Thanks for your question....

From the set position, you may lift your pivot foot & place it behind the plate without making the pitch.  Once you break your hands, then you must make & complete a pitch.

One can make a move towards third, for instance w/ a runner there, & then pivot & throw to first.

All rules are the same for RHP & LHP...
