Question
if the home team is ahead at the end of the top of the 6th inning and does not come up to bat is this considered a shortend game? if 2 players do not get an at bat is this a violation of the playing rule?

This is not considered to be a shortened game in reference to the Mandatory Play Rule. Shortened games are games that are suspended for darkness, light failure, rain, etc., and there have been 4 (or 5 in Juniors and above) innings played.
It would be up to the Board of Directors on how they wish to address the issue with the manager, and the two players must start the next game and have two at bats and six consecutive outs in the field prior to being subbed for.
