BATTERS BALL HITS THE TOP OF FENCE IN CENTER FIELD, THEN GOES OVER THE FENCE.  IS THIS A HOME RUN OR A GROUND RULE DOUBLE?  THIS IS FOR MAJOR LEAGUE, LITTLE LEAGUE.

Depends on the ground rules of the park, but most of the time this is a homerun.  Kind of like when a player goes to catch a ball, it hits them, and goes over the fence.  Home run!

Some parks have a yellow line on the wall - if the ball hits over the line, it is a home run.
