WHat are the major leage rules for calling a rain delay and for caalling the game because of rain?

Also, who says when the game should start when delayed before the syart of the game?

Bill,

Before the game starts, it is the decision of the home team to begin playing the game.  As soon as the game starts, it becomes the decision of the home plate umpire.

However, I'm sure that the home team will consult with the umpire before starting a game.  They wouldn't want one pitch thrown, then have the umpire call the game because the field wasn't playable!
