Question
where do you stand when there is a runner on 1st and 3rd base when umping?

On the assumption that there are two umpires for the game, I stand midway between 1st and 2nd.  That puts you in position for the most probably plays - assists at 2nd and 1st.

The home umpire can handle the duties around that bag.
