Does a coach have the ability to call time out when the ball is still in play. @ if a runner is stealing and the ball is still in the defensive players hands.If not , when may a coach call time out .

Doug,

No one on the field can call time out except for the umpire.  A coach or player can request that an umpire call time out.  An umpire will not call time out when a play is still ongoing.

Just because a player or coach requests time, doesn't mean an umpire has to give it.
