Question
Can a baserunner advance (steal) on a foul tip that the catcher holds onto (providing there is less than 2 strikes)?

Hello Mark,

in our league, when a ball is hit foul, the ump immediately calls time (or should but often does not) and play is halted.  NO runner can steal while the ump has stopped the game.  So, if a catcher is holding the ball and threatening the runner (or encouraging or taunting...) the runner cannot steal.  The ump must signal to the pitcher that the ball is live (usually says: play ball!) and the ball is then given to the pitcher.
