Baseball Instruction - little league rule

Question
runner was coming from 3rd to home plate. The catcher was on home plate without the ball. Batter runs into catcher and knocks him down. He first called safe and after much pressure from the manager of the catchers team calls the play out. What is the proper call.

Answer
Now this is just my view. If there was no play at the plate the catcher does not have a right to be in the baseline. If he is there it could go into sportsmanship.Could the runner have touched the plate without running him over?If so it was bad sportsmanship and he should be ejected. If there was a play then he has to slide. If it was unsportsmanlike like the run should count and the runner ejected.
