Question
I have a question, actually two. If the head umpire calls a game because it is over then meets with the other coach of the team can he recall the game back on? also if a player hits the ball and it hits a runner as she is running to base is that player out? or does the ball have to be in possession?

I am going to give you Little League interpretations on these situations.  An umpire may, at any time, suspend play.  If, in that umpire's judgement, play should be resumed, he may do so.  The fact that he went up to a coach before making a decision to start the game has no barring when examining the rules.  So yes, an umpire, who has suspended the game, may resume it(in a reasonable about of time, as deemed by the local league).

As for your second question, if the runner is touched by a fair ball in fair territory before the ball has touched or passed an infielder, that shall be ruled out.  The pitcher is not considered an infielder for the purpose of this rule.  The runner who was hit is declared out, the batter-runner is awarded 1st base, and all other runners advance only if forced to.
