You didn't define "modern era" but here's some information that should help.

Cy Young holds the record for most 20 game win seasons.  From 1891 to 1908 he had 16 such seasons of 20 or more wins.  Clearly not "modern day" though.

Assuming that "modern day" doesn't go back that far, then the record would be jointly held by Christy Mathewson and Warren Spahn.  They each won 20 or more games in a season 13 times.  Mathewson did this from 1901 to 1914 (still very long ago), while Warren Spahn pitched from 1947 to 1963.
