Last guy to do it was a few years ago. B.J. Ryan got a win on May 1, 2003 by coming in a game with a runner on base and two outs and before he threw a pitch, picked the runner off first. His team took the lead in the next inning and he was replaced. He ended up being the winning pitcher without throwing a pitch.
