What is the least possible number of pitches necessary for a pitcher to record a complete game?

 Not sure what you're meaning by "complete game," because games can be called after five innings. I'm assuming you mean a complete regulation game. So, the minimum number of pitches possible would be 27.

 This would be a perfect game with every hitter making contact on the first pitch and making an out.
