I can only find figures for the record since 1990. And that would be Tim Wakefield who threw 172 pitches as a Pirate on April 27, 1993.

Thank you for your kindness in rating me. Maybe I misunderstood your question. When you find the answer to the question, I would appreciate your letting me know what it is. Obviously, if you're looking for the most number of pitches by both sides in a single game, it's probably some 20+ inning game. Sorry I could not have been more helpful.
