I sit in that section in Petco Park as a season ticket holder. It stands for Quick Out (an out on 3 or fewer pitches). They even have a poem for it: "We eschew the K, they take all day.. Quick outs are what we're about."

It is for a 'quick out', an unofficial stat regarding an out that required 3 or less pitches to make.

I friend of mine gave me the answer that the "Q" stands for Quick Out. Anytime a batter is out in 3 or less pitches.

I've seen these signs at Florida Marlins games here in Miami too. I'm pretty sure the Q's correlate to the number of runners left on base by the visiting team. Left on base would translate to "quedado en base" in Spanish. Not knowing much about San Diego, I would assume that the Padres have a fairly large Hispanic fan base. Hence, the "Qs" there.
