Question On here it says you are only good with MLB, but do you know if this is ever possible in ANY baseball league

If you could give me the name of the league and the rulebook id possible.

Sorry for the delay in responding. I did not know I had received this question.
Nor, unfortunately do I have an answer for it! I couldn't find it anywhere on the internet. It sounds like it could be from any local, independent baseball league out there. It's possible a league would adopt that for a rule. A local league can adopt any rules they want.
I'd have to say it's not a very good rule though, but local circumstances may have encouraged them to adopt it to avoid any confusion over whether the batter had been hit or not.
