The answer you are probably looking for is Bill Virdon. He was the Yankee manager in 1974-1975 when the Yankees played all of their home games at Shea Stadium while Yankee Stadium was being remodeled. Virdon also managed the Pirates, Astros and Expos but never managed a game in Yankee Stadium.
Other possible correct answers though would include any man who managed the New York Yankees before Yankee Stadium was built.
The New York Yankees were first called the Yankees in 1913. Yankee Stadium was first used in 1923. Frank Chance, Bill Donovan, and Roger Peckinpaugh managed the Yankees during this time period.
Chance later managed the Red Sox in 1923 who won games in Yankee Stadium so although Chance didn't win any games in Yankee Stadium as a Yankee manager, he was a Yankee manager who won games in Yankee Stadium.
Same is true for Roger Peckinpaugh who later managed the Cleveland Indians who won plenty of games in Yankee Stadium.
Bill Donovan however never managed any other team so he was both a Yankee manager and someone who never won a game as a manager in Yankee Stadium.
