Question
Hello:

0.3% is expressed as 3/10 of 1%. Is it correct to also express 0.3% as 3/10 of 1 percentage point?
In other words, does 1% equal 1 percentage point?

Hello,

As long you are talking about percentages, then yes...
1% = 1 percentage point.

If you wanted to discuss percentages of something, like
of $200 for example, 1% of $200 is $1...but we would
generally not say that 1 percentage point of something...
