Answer
1990 Rates:
Private=1475/(155+1475)=1475/1630 or about 90.49%
State=1610/(125+1610)=1610/1735 or about 92.80%

200 Rates:
Private=1350/(125+1350)=1350/1475 or about 91.52%
State=1250/(150+1250)=1250/1400 or about 89.29%
