I recently heard that the average person in the watches television 31 hours per week per hour.

What was this ratio or fraction before it was reduced to the one week and one hour units?

Answer
I think it should be "31 hours per week" [subsequent "per hour" is deleted].

The second part of the question cannot be answered. It depends on how the survey was conducted and whether any pre-processing was involved. It is quite possible that N people have simply been asked "how many hours of TV do you watch each week?". Then, the average is computed to arrive at 31 hours/week.
