Question
QUESTION: I am trying to write an equation in oint slope form parallel to x=1 containing (-2,3)

ANSWER: y - y1 = m (x - x1)  is the point slope form

The line x = 1, is a vertical line where all the x values is 1.

So we need another vertical line, and the vertical line that passes through (-2, 3) is x = -2.

The problem is that the slope is undefined for this line and cannot be put in the point slope form.  Unless there is a typo in your equation, I can't really help you.  The only way to write the equation is:
x = -2.

QUESTION: so would the answer be undefined because I am running in the same problem.. I figured out x=-2 but I did not think that was in point slope form.

Answer
Upon thinking about this further, you might put:

0 = (x + 2)

That would be closer to point slope form but, it really can't be put in that form, in my opinion.  I've never run into this exact problem.  Sorry I can't be of more help.  Feel free to ask another expert.
