Question
how can i convert 0.383 to rational in which both the 3's are repeating but 8 doesn't repeat.

Answer
I'm not sure what you're asking because .383 *is* a rational number.  If you want to turn it into a fraction, just put it over 1000 because .383 is 383 thousandths.  The 3 is not repeating per se, the decimal just happens to have two 3's in it.  A repeating decimal is one where a certain sequence of numbers is repeated to infinity.  For example, .38383838383838383... would be a repeating decimal.  If this isn't what you were asking for, let me know.
