Describe a situation that involves a percent of increase that is more than 100%

Answer
In 2006, 10,345 ppl who were in car wrecks, were not wearing their seat belt.  In 2009, there were only 3,000 who were not wearing their seat belts.  That is an over 100% increase in ppl using their seat belts.

Btw, these numbers are purely fictional and plucked from mid air.
