Question
When rounding to two Decimal Places would the number 0.6549 become 0.65 or 0.66 due to the nine making the 4 become a 5? If the nine effects it for any given number how far back should I go? E.g. for the number 0.65444444449 would the 9 still make it become 0.66? Thank you.

if you're rounding to 2 digits, you only look at the 3rd digit.  You only look to the next digit, so in the case of rounding .6549 to 2 digits, it would be rounded to .65 based on the 3rd digit.  Same for .6544444449, anything after the 4 is irrelevant.
