Question
Hello:

How is a complex decimal like 0.3(1/3) converted to a percentage?  For example, 0.33 is 33/100 = 33%. 0.3 is 3/10 X 10/10 = 30/100 = 30%.  The fraction in 0.3(1/3) is confusing me.

Depending on what you are more comfortable with, I suggest that you work only with decimal numbers or fractions.
0.3(1/3) is equiv. to (3/10)*(1/3), it is clear that the "3"s cancel. So, you end up with (1/10).

Alternatively, interpret (1/3)*0.3 as one third of 0.3.
