in this case just part of the equation
-7y + 12/4 how does this simplify to -7/2 ?

Answer
I don't see any connection between -7/2 and -7y+(12/4), or, is it (-7y+12)/4.

The expression -7y+(12/4) may be simplified to -7y+3.

On the other hand, if we were asked to solve an EQUATION (as opposed to an expression), say, -7y+12/4=0, then, we obtain y=3/7.
