Question
Can A defensive player in the lane stretch his arms out to prevent an offensive player from penetrating? If there's contact whose the foul on?

Answer
If the defensive player had position, and his/her arms were already spread out before the offensive player made his move, it's most likely a no call. If the defensive player spreads his/her arms out at the last second after the offensive player started his/her move to the basket, it's a defensive foul if contact is made.
