Question
What if the ball went out of bounds and the other team fouled who gets the ball. The other team by the way lost the ball out of bounds

Answer
Hi David,

It all depends really on when the foul was committed. A team maintains team control until the other team gains control of the ball either by a turnover or by recovering a lose ball. Just because a team loses the ball, doesn't mean that "team control" has necessarily changed.

Basically, if a player was fouled simultaneously as the ball went out of bounds, the ball would be awarded to the team who got fouled. They would either inbound the ball closest to where the foul was committed, or if the team was in bonus, they would go to the foul line to shoot 1+1.

Also, you didn't specify if the player that had the ball prior to losing it out of bounds was the player that got fouled, or if it was a player that was away from the ball that got fouled.
