Question
a1 goes for a lay up and release the ball, b1 runs after him tried to block the lay up but did not succeed, a1 goes out of bound due to momemtum, b1 runs into a1. what is the call if any

Answer
Fred,

If contact was made by B-1 way after the lay up attempt and A-1 is now out of bounds, no foul call would be made especially if A-1 is out of bounds since a player cannot draw or commit a foul while standing out of bounds, with the exception of a Technical Foul.
