Question
What happens when someone breaks the backboard? is it a technical or is the game just called off?

Answer
it is not a techical foul. They simply postpone the game until the backboard can be replaced. Actually shattered backboards were very common in professional basketball in the 1980's especially with players like Darryl Dawkins, and Dominique Wilkins. The NBA finally installed breakaway rims that give. Although every once in a while they still can shatter. If it happens in a high school game where a new rim can't be installed right away, they have to postpone the game and replay it another day. I hope that helps.
