Who is the best left handed african american free throw shooter (percentage wise) in nba history?

Unfortunately, I wasn't able to find any consistent data regarding NBA players' hand preference. Since most of them are more or less ambidextrous, the hand preference kind of becomes a moot point.

But you did post an interesting question which made me notice that, although the NBA is, to be honest, dominated by African-Americans, there are only 4 of them in the all-time top 10 in free-throw shooting:
