Question
Can a full keg (31 gallons) still be purchased in the US?  If not, when was the last time they were available?

Sorry, you're out of luck. The old full barrel kegs were made of wood, so you really wouldn't want to use them anyway (too much risk of contaminating bacteria taking up residence in the tiny cracks). They haven't been made since approximately the time of World War II.
Stainless steel was such a huge improvement, and the half barrel size was so much more convenient, that the wooden barrels just completely went out of style. As far as I know, the last wooden full barrel keg went out of service some time in the late 1940s.
