Question
i keg my beer when i dispense it in a glass it is not clear the cooler is at 40 degrees farenghit tks

Answer
It sounds like you're talking about homebrewed beer. If so, there are two possible reasons.

It might not be clear because there is yeast sediment being sucked up the tube from the bottom of the keg. If this is the case, then you should cut off the bottom half-inch of the long tube to avoid that problem. There may still be some sediment when you first keg it,  but if the keg is never moved, then that problem should go away within a few days.

Another possibility is chill haze. There are several things you can do about this, but the first one to try is using a method to chill your wort more quickly after boiling.

You didn't give any details, so I can't give you a more specific answer but I hope this helps.
