Hello:

I recently saw an article online entitled: "US Dollar Hits Record Low". The article was comparing the U.S. dollar to the euro. However, the exchange rate for this pair is increasing, It was at 1.5914 and then at 1.5923. Since the rate is rising why is the U.S. dollar regarded as being low?

Are you sure the rates were not the Euro/USD?  That is usually the way this pair is described.  In fact, I don't think I've ever heard of references to the USD/Euro.  This means that the Euro was worth 1.5914 USD and now it's worth more USD.  That's the only way the article would make sense.
