Dear sir,
I am a South asia currently working in Dubai.Can i invest in US stocks or bond while in Dubai.If yes then how.

to invest in US stocks you need an account with a US stock broker.
There are many such brokers available on the internets--etrade, scottrade, firsttrade, etc.
As long as your local host country allows access to these sites and you have the money available to set up an account with them you should be able to invest in US stocks no problem.
