what"s the defference between liquer & liquoer?

Hmmm.  This is a tough one.  I think the two words you mean are Liquor and Liqueur.  

Liquor is a general term that means just about any alcoholic beverage--anything that you can buy in a liquor store.  

Liqueur is usually a sweet and fairly alcoholic drink that is intended as a digestif after dinner--something like Amaretto or drambuie.  

So all liqueurs are liquors, but not all liquors are liqueur!
