Question
Have a bottle of B&W, the bottom of bottle has the number "39"...can that be used to determine year?

I can't be completely sure, but I think it is far more likely that this is the number of the bottle mold, not the year it was made.  Most distilled products don't improve with age in the bottle, and so the producers go to great lengths to avoid giving consumers any reason to prefer one bottling over the next--and that includes anything that would indicate the vintage.
