i found a bottle in a canon decanter it has a by appointment of the late king George i believe and a nombre limite # ofBS3319.
would this have any value?

Distilled spirits like this are so high in alcohol that they don't change much over time. The good news is that yours is probably fine to drink. The bad news is that it won't have appreciated in value the way some fine wines do. I'd estimate yours at about $50 a bottle.
If it were mine, I would drink it!
