Old Crow
I have an unopened vintage bottle of 86 proof old crow Kentucky straight bourbon whiskey distilled and bottled by W.A Gaines at the Frankfort KY distillery and I am trying to determine the quality, age, and approximate value. It is in perfect condition with seal in place. Can you help me.

Distilled spirits like this are so high in alcohol that they really don't change much in the bottle, for better or for worse.  That's the good news:  yours should be perfectly fine to drink.  The bad news is that they don't appreciate over time the way some fine wines do.  In fact, they don't appreciate much at all--yours is probably worth just about as much as a current bottling today:  maybe about $30 or so.  

They don't vintage date distilled spirits, partly because of this, and partly because they really all come out of the same process and ingredients.  So I can't tell you exactly how old your bottle is, but I can tell you that it doesn't really matter.
